Director of Evidence-Based Policy
David joined Arnold Ventures after a decade with the nonprofit, nonpartisan Coalition for Evidence-Based Policy, where he served as vice president from 2009 to 2015. In this role, he oversaw staff-level evidence reviews conducted for the Coalition’s Top Tier Evidence initiative — a widely cited resource used by policymakers, philanthropic officials, and practitioners to identify social programs shown in rigorous evaluations to produce sizable, sustained benefits to participants.
David also provided personalized assistance in advancing evidence-based reforms to federal, state, and local policy officials, as well as other key stakeholders. In addition, he played a leading role in developing and carrying out the Coalition’s high-profile, national research competition to demonstrate the value and feasibility of low-cost, randomized controlled trials. David holds a master’s degree in public policy from Duke University and a B.A. in international studies from the University of Denver.
