Mark leads the Arnold Ventures health care team to lower the cost and improve the value of care. He brings more than 30 years of experience developing and implementing health policy, including prior positions as the executive director of Medicare Payment Advisory Commission (MedPAC); assistant director of Health and Human Resources at the Congressional Budget Office; deputy director of health plans at the Centers for Medicare & Medicaid Services; health financing branch chief at the Office of Management and Budget; and senior research associate at the Urban Institute.

Mark’s extensive experience identifying emerging health care issues, developing policy solutions, working with policymakers, and engaging diverse stakeholders has led to direct involvement in the development of landmark legislation that constrained drug prices, eliminated surprise medical bills, improved Medicare’s finances, and balanced the federal budget. He is published in academic journals, has testified before Congress, briefs executive and legislative officials, and is frequently sought after as a health care expert by the media appearing frequently in national news publications including the New York Times, Wall Street Journal, and Washington Post.

Mark holds a Ph.D. in public policy analysis from the State University of New York at Binghamton and an M.A. and B.A. in political science from Old Dominion University.
