Vice President of Public Finance
Patrick leads Arnold Ventures' efforts to encourage governments to make sustainable and fair public finance decisions. Over his career, he has engaged public policy from a number of different perspectives. He taught policy and politics at the University of San Francisco for nearly two decades. As a policy researcher, Patrick has participated in several projects for the RAND Corporation, the University of Washington, and the Public Policy Institute of California. He has worked in and with governments, including a position at the Office of Management and Budget, as well as consulted for a number of organizations.
Public finance and management have always been central to Patrick’s work, though the topics have shifted over time. Illicit drug policy occupied a significant portion of his early career. Education — both K-12 and higher education — have also been a focus. Recently, he examined the impact of recessions on state budgets.
Patrick holds a Ph.D. in political science from the University of Wisconsin, Madison, a M.P.A. from the University of Texas at Austin, and an B.A. from the University of Notre Dame.
