Statement from Mark E. Miller, executive vice president of health care at Arnold Ventures, on the latest proposed rule from the Centers for Medicare & Medicaid Services.

Washington, D.C. (July 17, 2025)The latest proposed rule from the Centers for Medicare & Medicaid Services (CMS) represents an important step toward lowering health care costs for Medicare patients and taxpayers. Additionally, it reduces the incentive for further consolidation, which increases the cost of employer-provided insurance. The inclusion of site neutrality for drug administration signals a meaningful commitment to addressing rising health care costs that burden everyday Americans and strain the system.

These policies help protect patients from unfair billing practices, where costs for the same routine services can vary drastically based on the location the patient receives care.

These reforms are long overdue, and we commend the administration for taking action to make them a reality. We look forward to working with both Congress and the administration to enact comprehensive site-neutral payment and billing transparency reforms to protect all patients and reduce the cost of care for taxpayers and employers.”
