WASHINGTON, D.C. (Oct. 8, 2026) — Statement from Arnold Ventures Executive Vice President of Health Care Mark E. Miller.

“We applaud Congressman Frank Pallone for stepping up to address abuses of the No Surprises Act’s independent dispute resolution process that are driving up health care costs for employers and families. The Lower Premiums, Faster Payments Act would ensure fair, market-based payments for out-of-network care are made in a timely manner to physicians. It is an important step toward fulfilling the intent of the No Surprises Act: protecting patients from surprise medical bills while also making care more affordable for American families and businesses.”

“Study after study confirms that the IDR process is broken. Litigation and exploitation of loopholes in the system have allowed certain providers, often backed by private equity, to secure inflated payment awards for out-of-network care, increasing costs throughout the health care system.”

“We look forward to working with Congressman Pallone and lawmakers on both sides of the aisle to rein in these abuses, strengthen the No Surprises Act, and lower health care costs for patients, employers, and taxpayers.”
