This week's Abstract is our Research Edition, starting off with an exciting new partnership, as described by Evan Mintz, executive communications director.
One of Arnold Ventures’ overarching goals is to find a seat at the table for research and evidence, as Justin Milner, executive vice president of evidence and evaluation, once put it. Thanks to our newest partnership, we’ve found one in Maryland.
Through the Maryland Partnership for Proven Programs, Arnold Ventures will make available $20 million over the next four years in matching philanthropic dollars to scale and expand proven effective public policies in workforce training, education, crime prevention, and other fields.
"In today's world, where challenges are complex and resources are limited, it's imperative to back strategies that give us the greatest chance to achieve real impact for kids, families, and communities,” said Milner. “By providing matching funds for research-proven programs, this partnership marks a significant step in that direction."
Arnold Ventures and Maryland will partner with the nonprofit, nonpartisan Coalition for Evidence-Based Policy to establish evidence-based criteria and help state and local government agencies identify, implement and expand effective programs.

New Ways to Bolster Research

Greg Newburn, director of criminal justice at the Niskanen Center, discusses how criminal justice reform can both improve community safety and deliver social justice. He also explains why evidence and data are critical to advancing effective criminal justice interventions.
“We believe public safety and social justice are complementary and mutually reinforcing,” Newburn says. “There are concrete ways that we can protect public safety, create a just and legitimate criminal justice system, prevent violence, minimize crime, and reduce substance abuse.”

The percentage of veterans using the post-9/11 GI Bill who completed an associate’s, bachelor’s, or graduate degree within six years – more than double the national rate
These findings come from a new report supported by Arnold Ventures, the first-of-its-kind to connect data from across different federal agencies to measure outcomes for the GI Bill.
“For decades, the GI Bill has been one of the single greatest federal investments in higher education, and for just as long it has been a black box,” said Kelly McManus, Arnold Ventures vice president of higher education. “For the first time, we finally are getting measurable insight into how this investment is helping members of the military, veterans, and their families receive a higher education and climb the economic ladder. We’re looking forward to policymakers using this data to improve the existing program and push for even more data sharing and transparency.”

Criminal Justice
- In an in-depth feature for The Marshall Project, frequent AV contributor Lauren Gill, along with Weihua Li, report on how some indigent people who are provided with a public defender can be saddled with high fees for those legal services, further exacerbating their financial problems.
- According to various system stakeholders interviewed by WGN Investigates, Illinois’ Pretrial Fairness Act – which eliminated money bail in the state – appears to be working well and protecting community safety.
Health Care
- "This is not a hospital cut. It is rolling back an unethical price increase," said Mark E. Miller, executive vice president of health care at Arnold Ventures, about hospitals fighting against site neutral reform, in recent article for KFF Health News.
- An op-ed from Charles Sauer in Issues & Insights takes aim at the hospital argument against site neutral reforms.
- A new report projects earnings from covering “dual eligibles” will see a growth rate of more than 10% between 2022-2027, said AV’s Vice President of Health Care, Complex Care Arielle Mir in Axios.
- AV grantee the O’Neill Institute at Georgetown University released an analysis on the recent antitrust challenge FTC v. US Anesthesia Partners, which alleges that the private equity (PE) roll-up acquisition strategy allowed the anesthesiology group to monopolize the market in Texas. The case has significant ramifications for antitrust oversight of PE deals and signals the FTC’s interest in ramping up antitrust enforcement strategy against PE firms in the health care industry.
Higher Education
- A new study by the National Bureau of Economic Research finds that one-on-one college coaching had little effect on improving attendance and completion rates for low- and middle-income state aid recipients.
- State authorization responsibilities remain a weak spot in the college accountability system, according to a new report by the Postsecondary Equity and Economics Research Project, an AV grantee.
- Third Way released a blog about the need for accreditation reform, and how the Department of Education can use its authority to require accreditors to set student achievement benchmarks.
Public Finance
- Matt Darling of AV grantee the Niskanen Center highlights the program integrity improvements in the bipartisan framework for unemployment insurance modernization released by the Senate Finance Committee late last week.
Infrastructure
- Cal Matters reports on Los Angeles’ “one weird trick” to build affordable housing at no public cost – and it involves fast-tracking approval processes.

In Alabama, over 200 people are serving sentences of life without parole for crimes in which no one was physically injured. Many of these elderly, low-risk individuals were sentenced decades ago under the state’s habitual offender laws for crimes like burglary. A new video from Alabama Appleseed presents some of their stories and makes the case for second chances. This is worth eight minutes of your time.

The world can be an amazing and beautiful place, and this week, one part of it was preserved when The Nature Conservancy, in partnership with two other partners, was able to purchase 8,000 acres of pristine wetlands where the Alabama and Tombigbee Rivers join, known as the Mobile Delta. The owners chose to sell to the The Nature Conservancy rather than to loggers.
