Arnold Ventures Reacts to New Guidance from the Bureau of Prisons on Expanding the Use of Home Confinement
Ring: “Using incarceration in a more targeted way can enhance public safety.”
WASHINGTON, D.C. (May 29, 2025) — Kevin Ring, vice president of criminal justice advocacy at Arnold Ventures, provided the following statement in response to new guidance from Bureau of Prisons (BOP) Director William K. Marshall III on expanding home confinement as part of implementing the First Step Act and Second Chance Act:
“We applaud Director Marshall for moving quickly to expand home confinement. Americans know from recent experience with the Coronavirus Aid, Relief, and Economic Security (CARES) Act, which President Trump signed into law, that many low-risk people in federal prison can be moved to home confinement without increasing crime.
“Using incarceration in a more targeted way can enhance public safety. This expansion of home confinement would allow the BOP to focus scarce resources on those people who are genuine threats to the public. Nearly seven years after President Trump signed the First Step Act, it is time for the law to be fully and faithfully implemented. Director Marshall’s directive is a move in the right direction.”
