Arnold Ventures Matches Utah Investment in Law Enforcement
Doleac on H.B. 137: “Providing law enforcement with tools to solve more violent crimes quickly will bring justice to victims and deter others from committing crimes.”
Salt Lake City (April 2, 2026) — During Gov. Spencer Cox’s ceremonial signing of H.B. 137 today, Jennifer Doleac, Arnold Ventures’ (AV) executive vice president of Criminal Justice, announced that AV would match the state legislature’s initial $250,000 appropriation for the Violent Crime Clearance Rate Fund. H.B. 137 establishes the fund to support hiring additional law enforcement officers and providing them with the tools they need to solve crimes. The fund is authorized to accept appropriations from the legislature as well as contributions from private sources.
“Providing law enforcement tools to solve more violent crimes quickly will bring justice to victims and deter others from committing crimes,” said Doleac. “In fact, we are so committed to this approach that we are matching the state’s investment and encouraging other public safety-minded organizations to do the same.”
Members of AV’s Criminal Justice team joined Gov. Cox, former Rep. Tyler Clancy, and other state leaders for the ceremonial signing of the bipartisan legislation designed to solve more crimes and provide support for crime victims. Doleac noted that the bill awards 85% of grant funding to local law enforcement through a competitive process and 15% randomly. This latter process will allow the state to evaluate the effectiveness of different programs and interventions.
“This smart provision in the bill will allow state leaders to learn while they invest. If certain investments are returning more public safety than others, then they can shift resources to those ideas and initiatives moving forward,” Doleac said.
