On June 10, 2025, Arnold Ventures hosted a timely webinar, Impoundments: FY25/FY26 Impacts and Options for Reform, bringing together leading voices from academia, government, and public policy. Panelists included Francis Fukuyama (Stanford), Eloise Pasachoff (Georgetown Law), Charles Kieffer (Federal Budget IQ), Doug Criscitello (Arnold Ventures), and Phillip Joyce (University of Maryland).

The event explored how and why the executive branch is once again attempting to withhold or delay congressionally appropriated funds — raising profound questions about the separation of powers and fiscal transparency. The panel built on themes from Criscitello’s recent analysis, Beyond Reconciliation: U.S. Budget Uncertainties Persist, which highlights ongoing challenges in implementing the federal budget as enacted.

With new GAO rulings, 39 active investigations, and the potential for further executive-branch impoundments, the conversation offers a clear-eyed look at options for reforming the Impoundment Control Act and preserving the integrity of the congressional budget process.
