WASHINGTON, D.C. (July 302026) — Kelly McManus, Executive Vice President of Education at Arnold Ventures, provided the following statement in response to the Senate Health, Education, Labor, and Pensions (HELP) Committee’s 21 – 1 vote in favor of the College Transparency Act (S. 2511): 

We thank Chairman Cassidy and HELP Committee members for their overwhelming support of the College Transparency Act (CTA). Public confidence in the value of higher education has fallen amid high costs and uncertain payoffs. Yet students and families weighing one of the highest-stakes financial decisions of their lives lack quality, transparent information about costs, completion, and career outcomes. Current sources like the College Scorecard cover only a fraction of students and struggle to account for students who transfer between institutions.”

CTA would fix this by providing accurate, timely, comparable information on enrollment, completion, cost, debt, and post-college earnings for all students. It would streamline federal reporting requirements, saving institutions time and money. And it would finally let policymakers and taxpayers see which colleges deliver returns on public dollars.” 

We look forward to partnering with the Senate and House to ensure this critical piece of legislation becomes law.”
